Useful information
Below, you will find a brief summary of the regulatory framework governing the profession of architect, followed by a general description of architectural services. Finally, we've listed some key points to consider when planning a new project.
Profession of architect
In Quebec, the profession of architecture is regulated by the chapitre A-21 LOI SUR LES ARCHITECTES, which reserves certain acts solely for architects.
Ordre des Architectes du Québec- is the professional order whose mission is to ensure the protection of the public. In this role, the Order oversees that architects comply with the provisions of the Professional Code, the Architect's Act, and the resulting regulations. In order to have the title of an architect in Quebec and be able to sign and seal plans in such function one must be a member of OAQ.

The role of the architect is to accompany the client in his journey to construct a space that would respond to his needs provide safety and well-being to its occupants, and contribute to the urban fabric aesthetically and functionally.
The professional practice of the architect is guided by - Code de déontologie des architects.
Architectural services
Basic- traditional services offered by the architect are:
- Production of construction documents, which is usually a consecutive process that can be subdivided into the following phases: schematic design, preliminary plans, permit plans, tender plans, and construction plans. For smaller projects, this sequence can be different.
- Coordination between professionals and overseeing the overall integrity of the project (coordinating structural, mechanical, designer’s plans, etc. ).
- Bidding process.
- Contract administration.
- Partial site supervision to ensure that architectural plans are being followed properly.
Additional services may include:
Site survey, production of color or 3D renderings, feasibility study, submitting documents for a municipal permit and other services.
The services required might be different from one project to the other. The architect is in a position to advise on the necessary architectural services for a specific project scope.
Norms
Depending on the project scope, a number of regulations must be followed such as National Building Code with Quebec amendments, National Fire Protection Code with Quebec amendments, various municipal regulations, etc..
Additional information
Documents/ information typically required for the first assessment of the project:
-
Ownership of the property: are you the owner (or the owner's representative mandated to act on his behalf) of the lot/ property where the project is to take place. In the case of a rental do you have the approval of the owner?
-
Preliminary due diligence at the city: Is this type of project allowed on that specific lot? Does it require a city permit? What documents are needed to be submitted for the permit? Timing of the file approval? Does the project need to be submitted for CCU (comité consultative d’urbanisme) review?
-
Evaluate the timeline: When the construction start is planned, how long will it take to prepare necessary plans, how long will it take to obtain a city permit ( in case the project is a subject of the CCU approval, more time needs to be allocated), how long will it take to find available general contractor, season of the year will also have an impact on the project schedule.
-
Construction budget.
Other points to consider:
-Typically, renovation/addition projects will require site survey. Any original existing plans will be helpful.
-A certificate of location is necessary and often in digital format (should be provided by the property owner).
-Typically, other consultants’ fees (such as structural engineer, landscape architect, interior designer, code consultant, acoustical consultants, energy modeling, etc.) are not included in the architectural offer of services and often subject to a separate and direct contract between the client and the consultant.
-Structural changes to the existing building will typically require the input of a structural engineer.
Documents/information needed to start the evaluation of the project:
Address of the property, proprietorship, description of the project (ideas, inspiration illustrations, approximate square footage, any sketches etc.), description of requested architectural services, certificate of location, available construction budget, any critical timeline, any existing plans if available, any available information from the city.
